8.Approve and authorize the County Judge to sign the Healthy Food Financing Initiative (HFFI) Memorandum of Understanding (MOU) between the County of El Paso and the University of Texas at El Paso Institute for Healthy Living.  This MOU is for the administration of the HFFI program and is at no cost to the County. 11.Discuss and take appropriate action to authorize the “Moms on Board” charitable organization to distribute information at Ascarate Park on July 4, 2019 regarding the all-inclusive playground proposed for Ascarate, Gallegos, and Risinger Parks, and to collect donations in support of the playgrounds.  All donations collected will be directly applied to meet the match requirements for the Texas Parks and Wildlife Department Grant for all-inclusive playgrounds.

Approve the submission of County grant applications as listed and described. If awarded, all grant award agreements will be brought back to the Commissioners Court for final acceptance and approval.

22.Approve and authorize the Community Services Department to apply for a Reentry Program Grant under the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) to increase the success of offenders returning to the community from incarceration through a combination of system-level improvements and demonstration projects. Project total in the amount of $640,000 with the match of $320,000 for a four year period.

23.Approve amendment No. 38 to the County of El Paso’s 2018-2019 operating budget.  This budgetary amendment will increase Grants by $22,845.10, thus increasing the overall budget of $444,510,657.06 to $444,533,502.16.

24.EXECUTIVE SESSION

Only the members of the Commissioners Court have a right to attend an executive session, except that legal counsel must be present if the executive session is held pursuant to Government Code section 551.071. In addition to legal counsel, Commissioners Court may include in executive session certain officers and employees if it finds that (1) their participation is necessary to the matter under consideration; (2) their interests are not adverse to the county, and (3) their presence will not waive the attorney client privilege. Generally, the Chief Administrator, Budget Executive Director, County Clerk's representatives, and County Auditor's Office representatives attend the closed session items based on the enumerated criteria, and certain other persons may attend based on the above-listed criteria or as otherwise provided by law.

ADDENDUM TO THE AGENDA
28.Approve and authorize the closure from July 4, 2019 to sunrise on July 5th 2019, of Flager Street (north of the Exxon Gas Station), Krag Street (south of the intersection of Marvin Lane), Vista Del Este Street, and Stansbury Street.  All streets lead into residential areas that are affected by hazardous and unsafe conditions due to high volume of pedestrian and/or vehicle traffic on Independence Day.
