5.Discuss and take appropriate action to have El Paso County participate in the Paso Del Norte Complete Count Committee and the Census 2020 Action Team. Further, authorize the El Paso County Judge and members of the Commissioners Court to sign a resolution in support of the formation of the Paso Del Norte Complete Count Committee and the Census 2020 Action Team.

LITIGATION, JUSTICE, AND LAW ENFORCEMENT
6.Approve and authorize the County Judge to accept the Office of the Governor Criminal Justice Division grant award for the County Attorney's Office Victim Resource Program in the amount of $72,000 with a County match of $18,000 from the County General Fund and a $4,000 in-kind match from the El Paso County Attorney’s Office for a total project amount of $94,000, for the grant period beginning October 1, 2018 through September 30, 2019.  Further, authorize the County Judge to sign the Resolution as a requirement of the grant.  (Contract No. 2018-0754)

9.Approve the rehire of County retiree Eileen Lopez, effective October 22, 2018, as a full-time regular Compliance Officer (G27) for County Criminal Court at Law No. 2, as required by Texas County & District Retirement System (TCDRS) and County policy, and further authorize her hire at a step 6.  Funds for this position have been budgeted through the SAMHSA grant (2018-0520), and there will be no impact to the County's General Fund.

12.Approve and authorize the purchase of a Universal Power Supply for the Information Technology Department (ITD), using the Department of Information Resources (DIR) Contract # DIR-TSO-4167 awarded to Advanced Network Management, Inc. of Las Cruces, New Mexico in the amount of $121,368.90.  Purchasing approved on 10/13/2018. GRANT APPLICATIONS

Approve the submission of County grant applications as listed and described. If awarded, all grant award agreements will be brought back to the Commissioners Court for final acceptance and approval.

15.Approve and authorize the El Paso Veterans Treatment Court Program to apply for the Texas Veterans Commission Fund for Veterans' Assistance, Veterans Treatment Court Grant, in the amount of $300,000 for the grant cycle to begin July 1, 2019 through June 30, 2020.  A County match is not required.

BUDGET AND FINANCE
16.Approve amendment No. 2 to the County of El Paso’s 2018-2019 operating budget.  This budgetary amendment will increase Grants by $3,547,067.08 and decrease Enterprise by $2,000,000 thus increasing the overall budget of $428,607,277.80 to $430,151,344.88.

17.EXECUTIVE SESSION

Only the members of the Commissioners Court have a right to attend an executive session, except that legal counsel must be present if the executive session is held pursuant to Government Code section 551.071. In addition to legal counsel, Commissioners Court may include in executive session certain officers and employees if it finds that (1) their participation is necessary to the matter under consideration; (2) their interests are not adverse to the county, and (3) their presence will not waive the attorney client privilege. Generally, the Chief Administrator, Budget Executive Director, County Clerk's representatives, and County Auditor's Office representatives attend the closed session items based on the enumerated criteria, and certain other persons may attend based on the above-listed criteria or as otherwise provided by law.
