		NOTICE TO THE PUBLIC All matters listed under the Consent Agenda will be considered by the Commissioners Court to be routine and will be enacted by one motion in the form listed below. There will be no separate discussion of these items unless members of the Court or persons in the audience request that specific items be moved from the Consent Agenda to the Regular Agenda for discussion prior to the time the Commissioners Court votes on the motion to adopt the Consent Agenda. 			A.	Pursuant to the Texas Local Government Code, Section 115.021, audit and settle all accounts against the County shown on the attached listing and direct the payment of those accounts.

Approve and authorize the County Judge to sign the Appriss Safety - Vine Service Agreement Appendix D to DIR-TSO-3937 (per Amendment 1) for the 24-hour automated information and notification to victims of crime in El Paso County for FY2019 (VINE 20140114 Agreement No. 1989870-2019) in the amount of $28,546.78 for the term beginning September 1, 2018 through August 31, 2019. This is paid by the Office of the Attorney General and represents no impact to the County Budget. (Contract 2018-0640). Further, amend the language for Contract No. 2018-0527 approved by Commissioners Court on August 20, 2018 item # 3-D to reflect the change in the contract term from September 1, 2018 through August 31, 2019 to September 1, 2017 to August 31, 2018.

	20.	EXECUTIVE SESSION


		Only the members of the Commissioners Court have a right to attend an executive session, except that legal counsel must be present if the executive session is held pursuant to Government Code section 551.071. In addition to legal counsel, Commissioners Court may include in executive session certain officers and employees if it finds that (1) their participation is necessary to the matter under consideration; (2) their interests are not adverse to the county, and (3) their presence will not waive the attorney client privilege. 		ADDENDUM TO THE AGENDA


	23.	Pursuant to Texas Local Government Code, § 154.007, copy attached, order all money that otherwise would be deposited in a salary fund created under the Texas Local Government Code, Chapter 154.042, be deposited in the County’s general fund. The salary fund required by the Texas Local Government Code, § 154.042, copy attached, has been a part of the general fund and it is recommended this practice be continued. The Texas Local Government Code, § 154.007, requires the order be made at the first regular meeting in the first month of each fiscal year.
