			7.	Accept the 2018 Effective and Rollback Tax Rate calculations for the El Paso County Hospital District. Effective Tax Rate: $0.249596 /$100. Rollback Tax Rate: $0.262596/$100. If the El Paso County Hospital District adopts a 2018 tax rate equal to the effective tax rate of $0.249596 per $100 of value, taxes would increase compared to 2017 taxes by $1,746,394.

			9.	Pursuant to the Property Tax Code, § 26.05 (d), propose a tax rate for the El Paso County Hospital District d/b/a University Medical Center of El Paso ("UMC"). It is the recommendation of the Board of Managers of UMC that the Court propose a tax rate of $0.251943 per $100 assessed value which consists of a rate of $0.197759 per $100 assessed value for the purpose of Maintenance and Operations, and a rate of $0.054184 per $100 assessed value for the purpose of payment of principal and interest of the debt of the District.

			17.	Approve and authorize the County Judge to sign Amendment No. 25, with the Health and Human Services Commission (HHSC) to adopt a new unit rate for the Home Delivered Meals Program (HDM) under the County Nutrition Program, beginning October 1, 2018. 			21.	Approve the Public Works/Parks and Recreation Division County Regional Park Plan, as presented in the Special Session meeting of Thursday, July 26, 2018. Funding to be allocated as part of the FY2019 Budget.

			23.	Approve amendment No. 43 to the County of El Paso’s 2017-2018 operating budget. This budgetary amendment will decreasing Grants by $2,494,101.00 thus increasing the County of El Paso’s 2017-2018 overall operating budget of $488,847,087.53 to $491,341,188.53.

	24.	EXECUTIVE SESSION


		Only the members of the Commissioners Court have a right to attend an executive session, except that legal counsel must be present if the executive session is held pursuant to Government Code section 551.071. In addition to legal counsel, Commissioners Court may include in executive session certain officers and employees if it finds that (1) their participation is necessary to the matter under consideration; (2) their interests are not adverse to the county, and (3) their presence will not waive the attorney client privilege. Generally, the Chief Administrator, Budget Executive Director, County Clerk's representatives, and County Auditor's Office representatives attend the closed session items based on the enumerated criteria, and certain other persons may attend based on the above-listed criteria or as otherwise provided by law.
