Subject:Approve and ratify the creation of the El Paso County Bond Advisory Committee (BoAC). Further, discuss and approve the appointment of the committee members who shall serve a single term, ending no later than July 31, 2024.
Background:

The El Paso County Bond Advisory Committee is established to provide expertise, recommendations, and oversight related to the issuance, management, and utilization of bonds by the County government. The committee's primary objective is to ensure transparency, fiscal responsibility, and public accountability in the County's bond initiatives.

 

The committee shall consist of 11 members, appointed by the County Commissioners Court; with each Commissioner appointing 2 residents from their respective precinct to serve as members.  The County Judge will appoint 2 residents from the community at large as well as the Chair of the Committee.

 

In accordance with the adopted County Board rules and procedures, and Texas Statue all trainings have been completed by all of the nominees.

 

Individuals to be considered for appointment :

 

  • Commissioner Stout, Precinct 2 appointees: Veronica Carrillo and Carlos Martinez

 

  • Commissioner Holguin, Precinct 3 appointees: Jesus Reyes and David Sublasky

 

  • Commissioner Coronado, Precinct 4 appointee: Cindy Hernandez
Fiscal Impact:No fiscal impact.
Recommendation:

Approve and ratify the creation of the El Paso County Bond Advisory Committee (BoAC). Further, approve the appointment of the following individuals to the Committee:

 

Commissioner Stout, Precinct 2 appointees: Veronica Carrillo and Carlos Martinez

 

Commissioner Holguin, Precinct 3 appointees: Jesus Reyes and David Sublasky

 

Commissioner Coronado, Precinct 4 appointee: Cindy Hernandez

 

Committee members shall serve a single term, ending no later than July 31, 2024.

Prior Action:
On September 18, 2023, the Commissioner Court received a presentation regarding the ongoing development of the El Paso County Major Capital Plan, including, but not limited to, project selections, performance objectives and outcomes, performance management, operational management, and corresponding financial planning.  The Court gave direction for staff to move forward and continue with the creation of the Bond Advisory Committee.
