Item Title:County Administration - Ethics Commission El Paso Bar Association Nominee

Subject:

Approve the appointment of the nominee from the El Paso Bar Association to the Ethics Commission for the unexpired term ending January 31, 2024.

Background:

On September 1, 2009, pursuant to Local Government Code Chapter 161, Commissioners' Court took action to create a County Ethics Commission.  Under Section 161.005, the Commissioners Court, in addition to its own appointees which are appointed on odd-numbered years, appoints five members on even-numbered years by selection from the nominees submitted by each of the following entities:

 

  1. The County Civil Service Commission
  2. A bar association in the County (designated to the El Paso County Bar Association by Commissioners' Court on September 14, 2009)
  3. The Sheriff's Civil Service Commission
  4. A dispute resolution center in the County that is affiliated with a council of governments.
  5. A human resources management association in the County.

 

The current appointee tendered their resignation from the board and the bar submitted Ms. Antwine as their nominee to fill the vacancy.  In accordance with the adopted County Board rules and procedures, and Texas Statue all trainings have been completed by all of the nominees.

 

Fiscal Impact:No fiscal impact
Recommendation:Appoint the nominee from the El Paso Bar Association to the Ethics Commission for the unexpired term ending January 31, 2024.
Prior Action:On February 24, 2020, the Court first appointed Milah Farah to serve the unexpired term ending January 31, 2022.  The court re-appointed Mr. Farah to serve another two-year term from February 1, 2022, to January 31, 2024.
