Item Title:HR – District Attorney’s Senior Trial Attorney Transferring at Step 8

Subject:Approve and authorize the District Attorney’s Office Senior Trial Attorney (A02) employee to transfer at a step 8 based on additional qualifications relevant to the position which are beneficial to the County. Funding is available in SG-R1BRPRU24-PERSONNEL EXP.
Background:The District Attorney's Office is seeking to transfer an employee at a step higher than allowed by the County's Employee Transfer policy. As outlined in Section I-B of the policy, "An employee who transfers laterally within, or between County departments, may be placed at a higher step within the same pay grade, but no higher than a step 6, at the discretion of the Department Head or Elected Official and as verified with the Human Resources Department.” 

During its selection for a Senior Trial Attorney (A02) position, the District Attorney’s Office identified an internal candidate who has over 15 years of experience with the El Paso County including over 15 years as a licensed attorney in the District Attorney’s Office (BPU Unit), Public Defender’s Office, and the County Attorney’s Office. 

Per the Employee Transfer Policy, A.C. was transferred at a Step 7 on the A02 pay scale. However, due to the combined education, experience, certifications, and capabilities of this particular candidate, the Human Resources Department is supportive of the District Attorney’s Office request to transfer A.C. at a Step 8. The salary for Step 8 is $139,680.53; this is a difference of $6,652.32 from Step 7, which would have been the step placement per the Employee Transfers Policy. This item, if approved, the placement will be effective the date of the employee’s transfer, which was pay period beginning October 15, 2023.
