Item Title:County Administration - Recidivism Research Agreement (2023-0992)

Subject:Approve and authorize the County Judge to sign the Recidivism Research Project Agreement with Rapid Aggregation, LLC for updated recidivism research in El Paso from the date of signature through December 1, 2024, in the amount of $47,500. Funds are available in SG-ARPLAN21-CONTR SVC-STUDY RECIDIVISM.  (Contract No. 2023-0992)
Background:

El Paso has not been able to update our recidivism outcomes in many years due to the State of Texas discontinuing data sharing with local governments and researchers in recent years. With the support of the Commissioners Court, El Paso County was able to recommend and support new legislation requiring the State to share this data so we can complete this project.  This project is supported by the Commissioners Court Strategic Plan item 1.3.1.

 

This project began in concept collaboration in 2013, based on the interest and initiative of criminal justice planners in Bexar, Dallas, El Paso, Harris, and Tarrant County. We received our first recidivism outcomes report in 2018. This recidivism effort represents one of the most comprehensive recidivism projects in the United States and the first time in Texas criminal justice history that county recidivism measures have been developed using a uniform methodology.  The depth of insight we have gained from these studies has helped inform our re-entry program, as well as other programs, and helped us to gain over $1 million in grants for re-entry. This is the only connection El Paso has to quantifiable outcomes of jail releases, re-bookings and re-arrests.  This next phase of research will be conducted by the same researcher who developed the dashboard for us in the last study.
