A Local Government Corporation (LGC) is authorized by Texas Transportation Code Chapter 431, Subchapter D, and is subject to all laws applicable to Texas non-profit corporations as described in Chapter 22 of the Texas Business Organization Code. More specifically, an LGC “may be created to aid and act on behalf of one or more local governments to accomplish any governmental purpose of those local governments (Texas Transportation Code Sec. 431.10).”

The El Paso Area Transportation Services, Local Government Corporation (EPATS, LGC) was officially established and recognized by the Texas Secretary of State in November 2021. The first EPATS, LGC meeting was held in February 2022 with El Paso County, Horizon City, the City of San Elizario and the Village of Vinton as its member entities. Each municipality is entering into an Interlocal Public Transit Service Agreement with the EPATS, LGC to contribute funding to go toward its efforts to improve the public transportation services in the El Paso Region.
