On November 30, 2023 (Item 4-AC) the Court authorized the County Judge to sign the Fifth Amendment to the Interlocal Agreement / Project Development Agreement for the John Hayes Street Extension Project Phase 1 with the Camino Real Regional Mobility Authority (CRRMA). This amendment will allow the CRRMA to provide administration and engineering services during the Construction Phase of the project. This includes the County match as per agreement with the Texas Department of Transportation (TXDOT). Funds totaling $2,701,490.14. (Contract 2023-0858)
On May 5, 2023, (Item N) rescinded the Commissioners Court Order of February 27, 2023, Item No. 4T on the Consent Agenda to approve and authorize the County Judge to sign the Kinder Morgan Facility Encroachment, Adjustment & Reimbursement Agreement with Kinder Morgan Wink Pipeline LLC, to allow the construction phase of the John Hayes Street Extension Project (CSJ# 0924-06-564) to move forward in the amount of $242,630. (Contract No. 2023-0077) Further, approved and authorized the County Judge to sign the revised Kinder Morgan Facility Encroachment, Adjustment & Reimbursement Agreement with Kinder Morgan Wink Pipeline LLC, in the amount of $450,289. The contract was revised to reflect the value of the new fees based on additional work needed to protect the utility lines from future improvements. Funds were available in (Contract No. 2023-0077)
On April 3, 2023, (Item 4-M) the Court authorized the County Judge to sign the revised Encroachment and Reimbursement Agreements with the Magellan Pipeline Company, L.P. to allow the construction phase of the John Hayes Street Extension Project to move forward (CSJ# 0924-06-564) in the amount of $98,550. Funds were available in CP-TN22-HAYES-PROF SVCS. Revised contracts reflected the new Perpetual Easement Agreement between the General Land Office (GLO) the County of El Paso. (Contract No. 2023-0076)
On March 20, 2023, (Item P) the Court authorized the County Judge to sign the Pipeline Encroachment & Reimbursement Agreements with HEP Pipeline Assets, Limited Partnership (HEP) to move forward with the construction phase of the John Hayes Street Extension Project (CSJ# 0924-06-564), pending final legal review and approval from the County Attorney's Office, in the amount of $49,670.86. Funds were available in CP-TN22-HAYES-PROF SVCS. (Contract No. 2023-0078)
On January 23, 2023, (Item 4-L) the Court authorized the County Judge to sign the Fourth Amendment to the Interlocal Agreement Project Development Agreement for the John Hayes Street Extension Project (CSJ# 0924-06-564), for additional design services with the Camino Real Regional Mobility Authority (CRRMA) in the amount of $120,000 and funded through Vehicle Registration Fee proceeds. No County funds were needed. (Contract No. 2023-0026)
On August 1, 2022, (Item 19) the Court authorized the County Judge to sign the Third Amendment to the Interlocal Agreement Project Development Agreement for the John Hayes Street Extension Project (CSJ# 0924-06-564) for Right-of-Way acquisition services with the Camino Real Regional Authority (CRRMA). Funding in the amount of $1,000,000 was available in GF-EPCMP-CAP PROJ-LAND. (Contract No. 2022-0503)
On October 3, 2021, (Item 24) the Court authorized the County Judge to sign the Second Amendment to the Interlocal Agreement Project Development Agreement for the John Hayes Street Extension Project (CSJ# 0924-06-564) for Right-of-Way acquisition services with the Camino Real Regional Authority (CRRMA). Funding in the amount of $2,000,000 was available in GF-EPCMP-CAP PROJ-LAND. (Contract No. 2021-0742)
On October 5, 2020, (Item 29) the Court authorized the County Judge to sign the First Amendment to the Interlocal Agreement Project Development Agreement for the John Hayes Street Extension Project (CSJ# 0924-06-564) for engineering design services with the Camino Real Regional Authority (CRRMA) resulting in savings to the County in the amount of $234,360. February 24, 2020, (Item 20) - Approved and authorized the County Judge to sign the Advance Funding Agreement (AFA) Amendment and accompanying resolution between the Texas Department of Transportation (TxDOT) and El Paso County for the engineering design of John Hayes (Darrington/Berryville) Phases I & II.
