| Subject: | Discuss and take appropriate action regarding proposed amendments to the 2023 Tax Anticipate Note Series C list of projects as well as the General Fund El Paso County Mobility Plan. |
| Background: | The Planning & Development Department has received a grant from the Texas Department of Transportation for $1.8M to fund the design of a new transit facility for the County's growing regional transit efforts. The design includes an environmental process which cannot be completed until the land for the facility is acquired. The item seeks to identify existing projects funded within the General Fund (under the EP County Mobility Plan line item) that are eligible to be paid for with Tax Note 2023 Proceeds, which in turn creates funding capacity within the GF for the Department to acquire the property. If the property is not acquired, the Department may start to lose funding from TxDOT as these funds must be spent down by the end of 2024. Additionally, the Department has indicated there may be funding opportunities for the construction of the facility in the future as well and the County-provided funding for the land would be counted as the match to both the design and any construction funds in the future. |

- Approve and authorize transfer of $194,759 from GF-EPCMP-PROF SVC-GEN to GF-EPCMP-CAP PROJ-LAND and authorize the newly established budget to be used for the acquisition of land necessary for a future County transit facility.
- Approve and authorize the following amendments to the 2023 Tax Anticipation Note Series C Project Listing:
- Deprogram the Major Capital Preliminary Engineering Project by $1M
- Reduce the First Ave Stormwater Project by $1M
- Program Tierra de Este Right-of-Way Project with a Budget of $1,327,500
- Program John Hayes Right-of-Way Project with a Budget of $500,000
- Program Tornillo Shared Use Path Project with a Budget of $194,759
