Item Title:County Operations- Revised Policy for Parking for Unpaid Interns, Volunteers, Board Members, and Community Members Receiving a County Resolution

Subject:Approve and authorize the revisions made to the County's Parking for Unpaid Interns, Volunteers, Board Members, and Community Members Receiving a County Resolution policy. (#1647-OP) 
Background:

The El Paso County policy Parking for Interns, Volunteers, Board Members, and Community Members Receiving a County Resolution was last revised on December 10, 2018. Further, the County hired its first Volunteer Coordinator on March 20, 2023. The proposed policy changes are being recommended to better align with new practices given the new position under the County Operations Department. 

 

Proposed revisions include the following:

  • The revised policy reassigns the policy responsibility from the Human Resources Department to the Operations Department via the Commissioners Court policy which is where the newly formed county volunteer program operates; 
  • The revised policy removes vendor specific language (Kronos) referencing the timekeeping system to allow for alternate timekeeping systems that may be used by volunteers and unpaid interns;
  • The revised policy designates the Volunteer Coordinator as the employee responsible for maintaining and assigning parking stamps to County departments; and
  • The revised policy adds the qualifier "unpaid" to the title Intern. Paid parking is not authorized for paid interns, temporary employees, or regular employees.

 

This policy has been reviewed and revised including feedback provided by Department Heads. Further, this policy was reviewed by the County Attorney's Office.  

Fiscal Impact:There is no change in fiscal impact.
Recommendation:Approve and authorize the revisions made to the County's Parking for Unpaid Interns, Volunteers, Board Members, and Community Members Receiving a County Resolution policy. (#1647-OP) 
Prior Action:The current policy was last revised on December 10, 2018 - Item #12.
