Subject:Approve and authorize the County Judge to sign the Office of the Governor FY24 Specialty Courts Program grant application on behalf of the 243rd INSPIRE Treatment Court from September 1, 2023, through August 31, 2024, in the amount of $200,000 with no County match required, pending final legal review and approval from the County Attorney's Office. Further, authorize the County Judge to sign the accompanying Resolution.  (Contract No. 2023-0096)
Background:

The 243rd INSPIRE (Independence, Namaste, Safety, Purposeful, Insightful, Resilience, Empowerment) Treatment Court in El Paso County began formation in 2022 to address the steadily increasing number of incarcerated or justice involved individuals with Serious Mental Illness (SMI) and Co-occurring Substance Use Disorder (COD) in El Paso County.

 

The goal for the 243rd INSPIRE Treatment Court is to promote early identification and prompt placement of eligible participants in the program by integrating mental health treatment services in the processing of cases in the judicial system through partnerships with public agencies and community organizations, including LMHAs/LBHAs.

 

243rd INSPIRE Treatment Court is a problem-solving blended felony court docket that allows for both pre-trial intervention and post-plea diversion cases. INSPIRE Treatment Court is a 12-month alternative to incarceration program that incorporates an integrated intensive supervision and treatment case management model to reduce the likelihood of recidivism. The program facilitates access to evidence-based culturally competent and trauma informed mental health services, psycho-social needs, and other ancillary services to promote recovery and habilitation.

 

This will be a new County grant application submission to the Governor’s Office for this treatment court through its Specialty Courts Program and the request will be in the amount of $200,000. No County match is required.
