(Contract No. 2022-1064) | | Background: | Each year, Commissioners Court authorizes the allocation of General Funds for higher education and workforce development services from local non-profit, Project Arriba. The intent is to provide long term, high-skilled training, and education to eligible individuals in rural areas of high need within the County.
The workforce development service agreement outlines the process for program delivery in providing the organization financial assistance for expenses directly related to the participants' education. This includes tuition, books, school materials, and testing fees. The financial assistance will sponsor training and coursework in a public college or university that will lead to a Bachelors or Associate's Degree, and/or licensed certification in allied health fields, or other high demand occupations, such as diesel mechanics, electricians, HVAC technicians, and welding. Staff will resume efforts to recruit students interested in professional careers in culinary arts, museum studies, and hospitality and tourism as a means of furthering departmental efforts in economic recovery ad resilience.
Eligible participants must reside within El Paso County, but outside City of El Paso limits. Participants must also commit to work and live in El Paso County for two years post program completion. Project Arriba will be responsible for tracking participants' post program completion and provide an employment status report to the Court annually.
Project Arriba will serve 75 County residents with educational training, thirteen of which will be new enrollments. Project Arriba is required to report to Commissioners Court twice within the fiscal year.
