(Contract No. 2022-0358) | | Background: | In an effort to meet on the Court’s strategic goals to bring more events to Ascarate Park and meet the following strategic goals to Increase Tourism, Promote Collaboration and Engagement, and Strengthen Financial Health – the Parks and Recreation Department has collaborated with Fred Loya Partners, LP, to present the annual Lights on the Lake at Ascarate Park. Fred Loya Partners will provide all of the display set up, shows, and technical maintenance for the duration of the light displays to ensure a “Disney” or as Mr. Loya states, “wow factor” to visitors. This will eliminate the County providing $75K to replace old structures, 2 electricians on call every evening, and 15 park maintenance staff dedicated to set-up, repair and take down lights for 3 months. Additionally, Fred Loya will pay the County to rent the pavilion every day from 11/26-12/25/22. The County will collect revenue from food trucks and vendors at an estimated $60K. the County will provide the facility, power and security for the duration of the set-up, displays and break-down. Like other County sponsored events, security will be covered by County assigned Sheriff, some Constables and private security.
