| Background: | In accordance with Chapter 271, Texas Local Government Code and Chapter 281, Texas Health and Safety Code, the Commissioners Court of El Paso County, Texas, in the name, and on the faith and credit, of the El Paso County Hospital District, is the appropriate entity to authorize the issuance of certificates of obligation. |
