Subject:Approve and authorize the County Judge to sign the Second Amendment to the American Rescue Plan Act-Coronavirus State and Local Fiscal Recovery Funds Subrecipient Agreement with the El Paso County Hospital District d/b/a University Medical Center of El Paso to extend the deadline for the County’s second tranche disbursement. Background:

Purpose of the Amendment:

The amendment seeks to extend the amount of time the County has to disburse the second tranche payment to the Hospital District as both parties work to amend the original structure and reporting requirements outlined in the original agreement. The extension provides the County and Hospital District an additional 30 days to bring back a subsequent amendment. 

 

Original Background:

The U.S Department of the Treasury launched the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF), established by the American Rescue Plan Act to support urgent COVID-19 response efforts to continue to decrease the spread of the virus and bring the pandemic under control; replace lost public sector revenue to strengthen support for vital public services and help retain jobs; support immediate economic stabilization for households and businesses; and address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic on certain populations.

The County has agreed to receive funding from the federal government for our ongoing response to the health pandemic. During the FY2022 Budget Hearings, the Court directed staff to implement a transfer of funds from the County's ARPA Budget to the County Hospital District in the amount listed above. This agreement facilitates that direction and ensures the Hospital District complies with all applicable rules and regulations as a subrecipient of the CSLFRF.

Fiscal Impact:There is no fiscal impact.
Recommendation:Approve and authorize the County Judge to sign the Second Amendment to the American Rescue Plan Act-Coronavirus State and Local Fiscal Recovery Funds Subrecipient Agreement with the El Paso County Hospital District d/b/a University Medical Center of El Paso to extend the deadline for the County’s second tranche disbursement. Prior Action:

September 21, 2021 - Approve and authorize the County Judge to sign the American Rescue Plan Act - Coronavirus State and Local Fiscal Recovery Funds Subrecipient Agreement with the El Paso County Hospital District d/b/a University Medical Center of El Paso in the amount of $34,752,896. Account will be set up following ARPA Budget Amendments. (Contract No. 2021-0736)

 

May 23, 2022 - Approve and authorize the County Judge to sign the First Amendment to County Contract No. 2021-0736 with University Medical Center to extend the deadline for the County’s second tranche disbursement. No fiscal impact. (Contract No. 2022-0389)
