| Background: | Under SCAAP, the Office of Justice Programs makes retroactive payments to units of local government who incur certain types of costs due to incarceration of undocumented criminal persons from July 1, 2019 to June 30, 2020. Payments will be made in connection with “undocumented” persons who had been convicted of at least one (1) felony or two (2) misdemeanors and who were incarcerated under the legal authority of the applicant government for at least four (4) consecutive days during the reporting period. |
