Item Title:Public Works/Facilities - Upgrade Energy Management System for Various Facilities

Subject:Approve and authorize the County Judge to sign the Supplemental Contract Between Owner and Contractor with Control and Equipment Company to upgrade energy management systems for various County facilities in the amount of $213,187.70. Funding is available in various CIP22-FACILITIES accounts.  (Contract No. 2022-0393)
Background:The Energy Management Systems (EMS) upgrade for all annexes are necessary because the current software uses Windows 7 which is an outdated version of Java. ITD Department is phasing out Windows 7 and the current EMS system will not function with Windows 10. Updating the EMS will comply with the County migration to Windows 10. This upgrade of the Energy Management Systems is an essential feature to continue to control heating, ventilation, and Air Condition, lighting, and energy usage on selected buildings.  This includes the MDR building, Eastside Annex, Medical Examiner’s Office, Northwest Annex, Pete Herrera Annex, Family Youth Services Center, Ysleta Annex, and Northeast Annex.
