| Background: | On December 18, 2006, Commissioners Court adopted the Flood Damage Prevention Order as required to participate in the FEMA National Flood Insurance Program and be eligible for FEMA assistance during disaster declaration events. Since then, many situations have been encountered that could improve the health, safety and welfare of the public relating to flooding that could be addressed in the Flood Damage Prevention Order. In addition, if the preliminary flood maps are finalized by FEMA, the Flood Damage Prevention Order will also need to be updated. The scope of the work is for the consultant to review and update the current El Paso County Flood Damage Prevention Order to meet the County's current needs by addressing regulation of areas contributing to the floodplain, no adverse impact policy, adoption of best available data, and the results of the pending FIRM Update by FEMA, particularly with regard to the impacts to areas previously protected by uncertified levees. |
