(Contract No. 2021-0407) | | Background: | The Texas Department of Transportation (TxDOT) El Paso District has requested participation from the County in acquiring the necessary right-of-way for a major widening and construction project of Montana Ave.( US Highway 62) Global Reach to FM 659 Zaragosa Rd. Specifically Phase II wherein the project will widen the existing highway as well as provide for the construction of added improvements along the stretch of highway. The total estimated construction project cost is $160,479,919.28, which is being funded solely by TxDOT-El Paso District. The funding agreement under consideration is to participate in the acquisition of right-of-way for the project only as required by statute. If approved, staff will present an interlocal agreement with the Camino Real Regional Mobility Authority to issue payment to TxDOT, on behalf of the County, for FY21 and FY22. Payment source for FY23 and FY24 will be determined at a later date. | | Fiscal Impact: | The proposed funding agreement allows the County to pay the full contribution over four years beginning in Fiscal Year 2021. To minimize impact to the County’s General Fund in FY21 and FY22, staff is recommending paying the first two years from the vehicle-registration fee (VRF) bond proceeds managed by the Camino Real RMA. Thereafter, the Court may consider the FY23 and FY24 payments from the County’s General Fund or, if funds are available, the VRF bond proceeds.
