Approve and authorize the County Judge to sign the First Amendment to Subrecipient Grant Agreement between the County of El Paso and FII-National, dba/UpTogether for Emergency Relief Assistance (Covid-19 Cares Funding). (Contract No. 2021-0578)

The original agreement in partnership with the Family Independence Initiative (FII) and The Woody and Gayle Hunt Family Foundation and other philanthropic donors established a pilot project to provide recurring cash assistance to low-income residents.  The project is designed to utilize the County’s funds to provide a one-time cash assistance of $1,200 to County eligible households on the first month of assistance while the philanthropic funds will be used to provide five additional monthly payments of $240 each month.  The Family Independence Initiative, Inc. DBA UPTOGETHER will leverage the County’s $300,000 of CARES funds with $300,000 of philanthropy raised funding. The FII, Inc. DBA UPTOGETHER will administer the funds and determine eligibility and prioritize those most in need.  After the agreement was executed, some language and typographical errors were identified that require correction. 

This Amendment makes the following corrections/changes to the original agreements.

• Page 1, paragraph 1, changed "Texas non-profit" to "a California non-profit corporation registered as a foreign corporation doing business in Texas"
• Page 6, section 2.9., Reference to Section 3.4 should be 3.5
• Page 7, Section 3.5, First sentence change to: Personally Identifiable Information of recipients (including but not limited to First and Last Name, Address on file, and/or information gathered to verify the identity and eligibility of the recipient on file) may be disclosed only in the event of an audit or in response to a valid order of a court or authorized government agency.
• On page 13, Name is misspelled (Ivanna) 
• In the Attachment E, #5 added performance dates.
