(Contract No. 2021-0182) | | Background: | The Planning & Development Department seeks to further enhance its staff professional development. Like all top-performing organizations, the department wants its personnel to have the latest training and best practices in their related field and ensure its team members have the tools they need to perform their duties in the service of the County.
Gallinar Planning & Development, LLC (GPD) will provide urban planning training to the Public Works Departments to include up to 30 staff members. Additionally, GPD will provide professional services to include individual professional development assessments within the Planning & Development Department to ensure that each team member has personalized attention. The training will take an interdisciplinary approach providing various training methods. In particular, the training is aimed at County professionals focusing on the various planning issues at the macro and micro level and to include public policy, governmental practice, and private sector development in the El Paso border region.
Following the Court’s discussion regarding the training proposal, staff coordinated with the Purchasing Department to solicit additional bid responses to the proposed scope of work for the training. The summary of the responses are attached as supporting information to this agenda item. Staff is recommending GPD be awarded the informal bid given the firm offered the lowest-responsive bid to the proposed scope. | | Fiscal Impact: | Contract Amount: $38,500
