The County of El Paso currently maintains an Education Assistance Program (EdAP) which provides tuition reimbursement, based on the availability of funds, to County employees for limited expenses incurred as they further their education. The purpose of the program is to encourage and support employees’ professional development and to attract and retain the best individuals as County employees. The EdAP has recently been reviewed and revised by the Human Resources Department in an effort to streamline and clarify the processes.  

Revisions to the Policy include:

• Removed the Notice of Intent Form requirement;
• Extended request for reimbursement deadline from 30 days to 45 days;
• Revised language under grades to reflect passing grades;
• Added language to clarify what does not qualify for reimbursement; and

• Throughout the document added/revised language to clarify the role of Human Resources, the employee and/or supervisor.

• Revised the title from Education Assistance Plan Policy to Education Assistance Program.

This program has been reviewed and recommended for approval by the Civil Service Commission during their regular meeting on August 3, 2021.

The Education Assistance Program was reviewed by the County Attorney’s Office (OP-21-0867)

November 18, 2013, Item #7, Commissioners Court approved the creation of the Educational Assistance Plan and Policy and Forms.

August 22, 2016, Item #12, Commissioners Court approved the update to the Educational Assistance Plan and Policy.
