Item Title:384th District Court – Funds for 384th Adult Drug Court from the DA 10% forfeiture funds

Subject:Pursuant to Chapter 59.06(h) of the Code of Criminal Procedure, approve and authorize the distribution of $37,845.00 from the County's 10% portion of the District Attorney Forfeiture funds, previously donated to the County of El Paso, to the 384th Adult Drug Court Treatment Program for the prevention of drug abuse and the treatment of persons with drug-related problems. Funding is available in SR-DA10%DF-OPS CONTINGENCIES.
Background:

The 384th Adult Drug Court Treatment Program and the El Paso County Community Supervision and Corrections Department (El Paso County CSCD) is a cross-system collaboration approach that utilizes a specialized team process to reduce recidivism substance use among nonviolent justice-involved individuals. The program has been in effect since September 04, 2001, and it currently serves sixty participants with room to grow up to one hundred. It provides an alternative correctional approach for reducing recidivism for justice involved individuals with substance use or Co-occurring Psychiatric and Substance Use Disorders (COPSD).

 

The 384th Adult Drug Court Treatment Program is guided by the 10 Key Components of Drug Court and NADCP’s Adult Best Practice (Volume I 2013, Volume II 2015). The intervention programs and treatment services are Evidence-Based Practices (EBP)’s and are based on research demonstrating that programs with these practices have more positive outcomes than other programs. In the past three years we have had an average of seventy-five graduates, about twenty-five per year at least 1-year of sobriety or more and all participants are employed.

Recommendation:Pursuant to Chapter 59.06(h) of the Code of Criminal Procedure, approve and authorize the distribution of $37,845.00 from the County's 10% portion of the District Attorney Forfeiture funds, previously donated to the County of El Paso, to the 384th Adult Drug Court Treatment Program for the prevention of drug abuse and the treatment of persons with drug-related problems. Funding is available in SR-DA10%DF-OPS CONTINGENCIES.
Prior Action:On 7/19/21, the Court approved, pursuant to Chapter 59.06(h) of the Code of Criminal Procedure, approve and authorize the transfer of 10% of the District Attorney Forfeiture funds in the amount of $55,962.21 for the Women’s Addiction & Recovery (WARrior) Treatment Court Program, for the prevention of drug abuse and the treatment of persons with drug-related problems. The funding request would be for the three months remaining in FY 2021 and FY 2022. Funding is available in SR-DA10%DF-OPS CONTINGENCIES.
