Item Title:County Admin - Hazard Mitigation Action Plan (HMAP) Resolution (OP-21-0992)

Subject:Approve and adopt the FEMA-approved Hazard Mitigation Plan for El Paso County, and authorize the County Judge to sign and submit the resolution and adoption package to the Texas Division of Emergency Management. (OP-21-0992)
Background:Beginning late last year, the El Paso City-County Office of Emergency Management began coordinating a series of workshops and public meetings toward the development of a Federal Emergency Management Agency- (FEMA) mandated Hazard Mitigation Action Plan for the El Paso County planning area. The goal of the Plan is to minimize or eliminate long-term risk to human life and property from known hazards by identifying and implementing cost-effective mitigation actions in the planning area. A FEMA-approved Hazard Mitigation Plan is required for eligibility for grant funds through FEMA’s Hazard Mitigation Assistance (HMA) programs, which include: Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), and Flood Mitigation Assistance (FMA) programs. Funds from these federal grant programs may be awarded directly to the participating jurisdictions to implement mitigation projects identified in the Plan. Consultant H2O Partners had been facilitating the workshops and public meetings. Planning team members including the County, are the cities of El Paso, San Elizario and Socorro, and the towns of Anthony, Clint, Horizon City, and Vinton. As part of the planning process, the planning team members provided information to inform our Hazard Mitigation Plan, including listing area critical facilities, performing a capability assessment, and ranking area hazards.

Recommendation:Approve and adopt the FEMA-approved Hazard Mitigation Plan for El Paso County, and authorize the County Judge to sign and submit the resolution and adoption package to the Texas Division of Emergency Management. (OP-21-0992)
Prior Action:On 10/19/15, the Commissioners Court authorized the adoption of the County of El Paso Multi-Jurisdictional Hazard Mitigation Action Plan.
