(Contract No. 2021-0469) | Background: | On March 1, 2021, the Parties entered into the First Amendment to the Agreement to provide non-emergency medical transport services to vaccination sites and provide safe and sanitary transportation to an increasing number of migrants who would otherwise lack access to a clean and controlled means to travel within the County. The First Amendment included an initial $45,000 limit; however, service requests have increased and the anticipated service costs may exceed $50,000. To follow CARES Act guidance regarding management of the funds, a second amendment was approved that removed the initial limit and incorporated subrecipient agreement provisions to allow the continued use of program funds through December 31, 2021.
As the community continues to evaluate the potential surge of migrants in the region following potential changes in federal guidance and direction, this third amendment seeks to:

Increase the overall program budget to $280,000
- Explicitly provide shuttle service for migrants who test positive, or are presumptive positive, for COVID-19
- Add general funding to the contract budget to allow the County to seek reimbursement from the federal government for the ongoing humanitarian response to COVID-19 via the American Rescue Plan.
