Item Title:HR - MDR Parking lot presentation

Subject:Receive a presentation and provide direction on the management, operations, and maintenance of the Overland MDR Parking lot.  Funding is available in GF-PRKGRGENHANCE-CAP OUT-EQUIP.
Background:

The County of El Paso currently provides for management, operations, and maintenance of the County’s MDR Parking lot located at 801 East Overland Avenue, El Paso, Texas through an existing concession contract with Parking Systems of America which is due to expire on 12/31/21.

 

The MDR parking lot is utilized by both County employees and by non-county employees and parking is available for both day use and monthly parking under rates approved by the Commissioners Court in 2016 and amended in 2018.

 

Staff has developed a presentation to update the Commissioners Court and seek direction regarding the MDR parking lot operations and management to include barriers, gates, electronic pay stations, and lights.

Fiscal Impact:

The County of El Paso receives revenue from daily and monthly parking.  The costs associated with the parking lot are paid by employees who voluntarily participate in the monthly parking benefit with a cost of $30/month.  

 

Average Monthly MDR parking lot revenue:

FY20 $7,054.91

FY19 $12,688

 

Estimated Construction Cost:

Barrier fencing to include rolling gate: $196,000

Parking gate equipment and installation: $113,287  

Alternate #1- Light posts: $34,650

Alternate #2- Cameras: $25,525

Recommendation:Receive a presentation and provide direction, on the management, operations, and maintenance of the Overland MDR Parking lot.  Funding is available in GF-PRKGRGENHANCE-CAP OUT-EQUIP.
Prior Action:

December 18, 2017, Item #15, Commissioners Court approved creation of El Paso Employee Parking Policy to establish and maintain parking provisions for County employees using County parking facilities or lots.

 

December 18, 2017, Item #16, Commissioners Court approved the First Amendment to the concessions contract between the County of El Paso and Parking Systems of America.

 

May 3, 2018, Item #7, Commissioners Court received a presentation on the County Employee Parking policy, monthly parking rates and deposit fees for the downtown parking garage and MDR parking lot.

 

June 11, 2018, Item #12, Commissioners Court approved employee and non-employee parking rates, eligibility for employee parking rates, and reimbursement for parking access card deposits.

 

September 24, 2018, Item #3G, Commissioners Court approved the Second Amendment to the concessions contract between the County of El Paso and Parking Systems of America.

 

September 9, 2019, Item #4J, Commissioners Court approved the Third Amendment to the concessions contract between the County of El Paso and Parking Systems of America.

 

December 16, 2019, Item #4K, Commissioners Court approved the Fourth Amendment to the concessions contract between the County of El Paso and Parking Systems of America.
