Subject:Approve and authorize the County Judge to sign the FY20 Operation Stonegarden Amended Interlocal Agreement, on behalf of the El Paso County Sheriff’s Office and Constable Precincts One and Six, to approve program funding allocations and interagency collaboration with the El Paso Police Department, Anthony Police Department, Horizon City Police Department, Socorro Police Department, San Elizario Marshals Office, Clint Police Department, and the Texas Department of Public Safety Aviation Team. Further authorize the County Judge to sign the Resolution. (Contract No. 2021-0404)
Background:

This agreement outlines program funding allocations and will allow for collaboration with the El Paso Police Department, Anthony Police Department, Horizon City Police Department, Socorro Police Department, San Elizario Marshals Office, Clint Police Department, and the Texas Department of Public Safety Aviation Team. Funding allocations are distributed by the Governor's Office, also known as the State Administrative Agency.

 

OPSG FY20 was supposed to begin 3/1/2021 however, we are not allowed to continue operations until OPSG FY19 is completed to begin.  The expected start date is 7/01/2021 for the Sheriff's Office.  Constable Precinct One and Constable Precinct Six have been allowed to start. Original contract dates were from 10/01/2020 to 9/30/2023.

 

Award allocations were adjusted by the Border Patrol for the amended amounts for a couple of the organizations.

*EPCSO = $828,999.04

*Constable Precinct One = $20,999.90
*Constable Precinct Six = $20,999.90

EPPD =$1,370,000.00

APD = $130,000.00

HCPD = $68,001.00

SPD = $67,000.00

SEMD = $24,000.00

CPD = $45,592.00

TDPS = $ 278,000.16

OOG (SAA - State Administrative Agency) for M&A = $72,625.00 

Recommendation:Approve and authorize the County Judge to sign the FY20 Operation Stonegarden Amended Interlocal Agreement, on behalf of the El Paso County Sheriff’s Office and Constable Precincts One and Six, to approve program funding allocations and interagency collaboration with the El Paso Police Department, Anthony Police Department, Horizon City Police Department, Socorro Police Department, San Elizario Marshals Office, Clint Police Department, and the Texas Department of Public Safety Aviation Team. Further authorize the County Judge to sign the Resolution. (Contract No. 2021-0404)
Prior Action:The original OPSG FY20 Interlocal Agreement contract number 2020-1064 was approved on 12/14/2020, item AJ.
