University Medical Center (UMC) provides inmate medical and mental healthcare services under interlocal agreement 2018-0891.  The annual budget for this contract is $10,880,950.  The services are currently being provided at approximately 8% under budgeted costs from October through December 31, with a savings of $203,313 in the first quarter.  It is projected that there will be a savings of over $700,000 this fiscal year.

Over the past 6 months, UMC has been tracking data regarding mental health referrals.  The data shows that additional resources are needed to meet the demand for mental health services.  To meet the demand, we are requesting the ability to use the projected savings from the existing allocated budget to fund two mental health support positions in an amount not to exceed $235,505 for the remainder of the fiscal year . A contract amendment is being drafted and will be brought back for your consideration within the next 2-3 weeks to allow for these budget transfers within the overall allocated budget to be approved upon review and approval of the County Administrator, and this item will allow UMC to begin the process of filling these positions so that services can begin as soon as possible.
