On January 15, 2021, the Texas Department of Transportation (TxDOT) announced a statewide Call for Projects for the Transportation Alternatives Set-Aside (TA) program (including available and anticipated future funds) for bicyclist and pedestrian infrastructure. TxDOT’s 2021 TA Call for Projects features a two-step application process.

Through TxDOT’s 2021 TA Call for Projects, the department intends to make available approximately $10.5 million in TA funds associated with FY 2021 and FY 2022 appropriations to the department for nonurban areas (population areas of 5,000 or less**). All or some portion of these funds may be awarded as a result of this Call, depending on the actual amount of funding available and the eligible number of TA project nominations received by the department.

The proposed project submission is a trail segment identified by the Paso del Norte Health Foundation as part of the county-line to county-line project. Proposed project will construct a 12-foot-wide shared use path (SUP) along TxDOT ROW (Alameda Ave.) and the bank of the EPCWID#1 canals from Canal St (Fabens, TX) to 2nd Street (Tornillo, TX). The proposed SUP will include trail wayfinding signage, two trailheads, and mile markers. Additional signage & crosswalks will be added to cross twenty local streets. This proposed project is part of a larger 68-mile planned cross-county multi-use trail that runs along a historic canal, 31% of which was been constructed & another 12% is currently under design.

Requested Amount: $5,987,581.60

Required Match Amount:$1,496,895.40 (20% of total project cost--to be met through EDC waiver or Transportation Development Credits, in lieu of match, and/or by County funds, in the case full grant match waivers/credits are not granted by TxDOT)

Match funds will be needed/utilized in FY22
