Item Title:Planning & Development - HOME Program Application (Postponed 10/19/20)

Subject:(Postponed 10/19/20) Approve and authorize the Planning & Development Department to submit a grant application to the Texas Department of Housing & Community Affairs (TDHCA) Homeowner Rehabilitation Assistance (HRA) program to provide flood-hazard mitigation housing activities to residents throughout the unincorporated areas of the County. Further, authorize the County Judge to sign all necessary documents associated with the submission and be named the County’s signatory and administrator under the TDHCA application. Funding in the amount of $30 is available in GF-PWADMIN-OFFICE EXPENSE (Contract No. 2020-0860).
Background:

The application is to seek financial assistance toward providing some of the following activities to residents throughout the unincorporated area of the County who reside in flood hazard areas:

 

  • Rehabilitation or reconstruction of owner-occupied housing on the same site; 
  • New Construction of site-built housing on the same site to replace an existing owner occupied Manufactured Housing Unit (MHU); 
  • Replacement and relocation of existing housing located in a floodplain to a new MHU or New Construction of housing on an alternative site; 
  • New Construction or a new MHU to replace a housing unit that has become uninhabitable as a result of disaster or condemnation by local government; 
  •  

If the County’s application is selected, the County with be an active agency in TDHCA’s Reservation System—this is not a guarantee of funding availability. At times, there is a high volume of reservation submissions and it is possible that the system could accept requests in excess of available funds. TDHCA reviews requests accepted by the Reservation System in the order they are received and Administrators will be notified if an activity cannot be processed due to insufficient funds or other programmatic issues.

Staff proposes selecting six properties and residences throughout the County for a possible maximum grant award of $600,000—thereby requiring a 15 percent match totaling $90,000. This would allow for up to new construction of site-built housing on alternative sites to mitigate habituated residences within the flood hazard area. This safer alternative also removes the requirement for home owners to purchase flood insurance, thereby reducing their monthly mortgage and bills fairly significantly.

Estimated Grant Match: $90,000 (15 Percent Match)
The cash match will be determined by TDHCA upon submission of the application and completion of the agency’s evaluation. Per the application, “one percent of Direct Activity Costs, exclusive of Match, is required as Match for every 1,000 in population to a maximum of 15 percent.” If the County were to secure $600,000 in funding, to rehabilitate or replace six (6) homes in a flood hazard area, the maximum match would be $90,000.
