Item Title:Planning & Development- TXDOT Highway Safety Improvements Program (HSIP) Funding Opportunity

Subject:Approve and authorize the Planning & Development Department to submit the funding opportunity support documents to the El Paso District of the Texas Department of Transportation (TxDOT) for the District's submission to the Highway Safety Improvement Program 2020 Call for Projects. Funds would be disbursed to the TxDOT-El Paso District if awarded and the County would receive a local project advanced funding agreement for legal and grant review.
Background:

The Texas Transportation Commission announced its adoption of the “Road to Zero” mission for the State of Texas, a bold assertion that Texas will have no more fatalities on Texas roads by 2050, and will reduce fatalities to at least half by 2035. TXDOT requested different Government entities to submit a list of different projects for areas that have shown a higher number of crashes and fatalities in our community. El Paso County is submitting the requested documents for two projects at Ascencion St. (North and Center) for an estimated 10 miles. Each project includes new stripping, rise pavement markers (RMP), street signs, and the addition of 4ft paved shoulders for one section of the roadway. These improvements will help to provide safer driving conditions for people utilizing this road.

 

The application will be submitted directly by the El Paso District of TxDOT as part of the regional submission including other entities' projects. In the event these projects are funded, TxDOT will submit advanced funding agreements to each entity, including the County, for the development and analysis of funding requirements. Legal and Budget overview will commence at that time as the County will be a recipient of funds from TxDOT at that point.

Funding to be identified if projects are awarded on FY22 and FY23

  • Match = $57,371.00
  • PS&E = $218,177.00
Recommendation:Approve and authorize the Planning & Development Department to submit the funding opportunity support documents to the El Paso District of the Texas Department of Transportation (TxDOT) for the District's submission to the Highway Safety Improvement Program 2020 Call for Projects.
