Item Title:Economic Development - Draft Narrative of National Register nomination for Downtown El Paso

Subject:Receive a presentation, and discuss and take appropriate action to accept the draft narrative of the National Register Historic District nomination for Downtown El Paso.  
Background:

On August 3, in accordance with the schedule of deliverables of the Downtown Historical and Architectural Survey, the County received the first draft narrative for the proposed National Register Historic District.  Receipt of the draft triggered the 60 day review period for the County and Texas Historical Commission (THC) to provide feedback and edits to Hardy, Heck, and Moore consulting firm, for inclusion in the narrative, to be presented to the State Board of Review in January.

 

At this time, Staff is presenting the Court with feedback and suggested revisions received from the community.  In addition to acceptance of the community's feedback, we are also seeking feedback and comments from the Court for submission and inclusion in the narrative, due to HHM by October 3.  Upon forwarding suggested edits to HHM, they will have 30 days to update the narrative, before submitting it to the THC in preparation for the January 2021 State Board of Review Hearing.

Prior Action:

June 15, 2017 Agenda Item #14  Commissioners Court approved the contract with HHM for completion of the Downtown Historical and Architectural Survey (2017-0346)

 

March 19, 2018 Agenda Item #11  Commissioners Court approved the First Amendment to the contract with HHM for completion of the Downtown Historical and Architectural Survey (2018-0126)

April 8, 2019 Agenda Item #15 Commissioners Court approved the Second Amendment to the contract with HHM for completion of the Downtown Historical and Architectural Survey (2019-0163)

 

June 17, 2019 Agenda Item #7 Commissioners Court voted to lift the temporary suspension, reinstate the contract terms, and negotiate new timelines for completion of the Downtown Historical and Architectural Survey.

 

August 16, 2019 Agenda Item 17  Commissioners Court approved the Third Amendment to the contract with HHM for completion of the Downtown Historical and Architectural Survey (2019-0500)

 

October 21, 2019, Commissioners Court received a presentation and offer feedback on the Windshield Survey completed as an update to the Downtown Architectural and Historical Survey Draft.

 

March 19, 2020:  Commissioners Court accepted the recommendations of the Texas Historical Commission to reduce the boundaries for Downtown and authorized staff to move forward in a project proposal for a second National Register Historic District on behalf of Segundo Barrio.

 

August 20, 2020:  Agenda Item 5:  Commissioners Court received a presentation explaining the process staff will undertake to collect feedback from the community and informed the Court that such feedback will be presented for acceptance as receipt of any edits or comments the Court would like to contribute to the narrative.
