Subject:Approve and authorize the County Judge to sign the Software License Maintenance Agreement between the County of El Paso and KRONOS, Inc. for Workforce Solutions SaaS Software. Funding will be available upon FY2021 Budget allocation in GF-ITD-MAINT/REP-SOFTWARE in the amount of $140,422.50. (Contract No. 2020-0819) 
Background:The County of El Paso’s Information Technology Department (ITD) is committed to supporting robust and functional enterprise software solutions. To achieve this goal, ITD dedicates resources focused on understanding and maintaining organizational software systems. ITD strives to consolidate our software systems in order to leverage institutional knowledge, focused training, and more efficient support.

Because the County of El Paso manages the time for over 3,500 employees, it is necessary to use the aid of software to track time and activities necessary for payroll and other financial requirements.

Time and attendance systems software is used to track and monitor when employees start and stop work. A time and attendance system enables an employer to monitor their employees working hours and associate them with business activities. Such software also helps to control labor costs by reducing over-payments, the elimination of transcription error, interpretation error and intentional error.

The County of El Paso licenses the use of time and attendance systems software by the name of Kronos Workforce from the vendor Kronos, Inc. The County Auditors Department along with the Human Resources Department uses this software which allows the County to maintain the time associated with the activities performed by County employees that is required to manage payroll, leave and attendance. All county departments use the Kronos Workforce software to record activities such as number of hours worked, sick leave, holiday leave, etc. submitted by employees and approved by departmental management. This is especially helpful for the Sheriff’s department who requires the need to differentiate shift work and other additional work activities.

ITD is requesting that the Court approve and authorize the County Judge to sign an Agreement for the continued use, support and maintenance of this software. This agreement will provide this continuance for 12 months. Also included in this agreement is the addition of 20 “Manager” licenses requested due to increased demand. The agreement has been reviewed and approved by ITD, the County Attorney’s Office, and the Purchasing Department. ITD recommends approval.
 

County Attorney Office has reviewed and approved Contract No. 2020-0819.

Purchasing Department has reviewed and approved this purchase, and upon Commissioners Court approval a requisition will be release and converted to a Purchase Order.

Fiscal Impact:

FY2021 Budget has been approved and adopted.

Recommendation:Authorize the County Judge to sign the Software License Maintenance Agreement between the County of El Paso and KRONOS, Inc. for Workforce Solutions SaaS Software as per Contract No. 2020-0819. 
Prior Action:

On October 21, 2019, Commissioners Court approved Contract No. 2019-0692 to renew this agreement under agenda item #14.

 

On September 24, 2018, Commissioners Court approved Contract No. 2018-0536 to renew this agreement under agenda item #20.

 

On September 25, 2017, Commissioners Court approved Contract No. 2017-0437 to renew this agreement under agenda item #19.
