(Contract No. 2020-0440) Further, discuss and take appropriate action to sign the contract for professional services for a Historical and Architectural Survey for the County of El Paso with Hardy, Heck, and Moore d/b/a HHM Inc., for completion of a National Register Historic District nomination for Segundo Barrio and if necessary, take action to amend the original agreement, as subsequently amended, with Hardy Heck and Moore for a National Register Historic District nomination. | Background: | In 2017, the County hired Hardy, Heck, and Moore (HHM) to complete a Historical and Architectural Survey of Downtown El Paso. The original survey boundary included the neighborhoods of Chihuahuita, Duranguito, Segundo Barrio, and the established Rio Grande Historic District for the purpose of pursuing an amendment for expansion.
Upon completion of the Survey HHM submitted the draft to the County and Texas Historical Commission (THC) for review and feedback as part of the project requirements leading up to the State Board of Review hearing. The THC recommended that the County nominate Segundo Barrio separately from the greater Downtown "Central Business District."
As such, staff presented options moving forward and received the directive to proceed with pursuing the nomination for a Segundo Barrio Historic District and to engage in the Determination of Eligibility (DOE) process through the THC. The DOE process is used to assist projects in determining boundaries for proposed districts. The results of the DOE process were received, indicating that all three options submitted may be considered, and is at this point the decision of the County.
All Options are acceptable and viable. After meeting with THC, HHM, Staff, and hearing public input, County Administrator recommends Option 3a with the addition of Guillen School. This option will increase the cost by $5659.20 and would be funded with HOT funds for the purpose of historic preservation.
Final determination of boundaries for Segundo Barrio will immediately allow HHM to update, finalize, and publish the Downtown Survey. Staff will then work with volunteers of the County Historical Commission and City of El Paso Historic Landmark Commission to begin the public outreach portion of the two projects. Public outreach will take place in a variety of methods, initially likely in very small groups and by digital means to both inform property owners of the proposed districts, and as to the benefits and opportunities available through local, state, and federal Historic Tax Credits, and grant funding for restoration and upkeep. | Fiscal Impact: | Funding, not to exceed $49,824, is available through the County Hotel Occupancy Tax Fund
