The El Paso Mission Trail Historical Area Zoning Regulations were adopted pursuant to Chapter 231, Subchapter I, of the Texas Local Government Code and became effective on December 7, 1995.  In order to administer the regulations, certain administrative mechanisms were required.  These include (as applicable to present day):  the appointment of a County Zoning and Planning Commission to make recommendations on the regulations and any revisions, or any zoning map changes; appointment of a Board of Adjustment to hear and decide appeals of any requirement, decision or determination made on the enforcement of any regulation; and the appointment of a Historical Commission to take action on any zoning permit submitted and to issue a certificate of approval or demolition regarding the appropriateness of an archaeological site review.  These three administrative bodies are necessary to the overall implementation and enforcement of the regulations.

Section 4 of the existing agreement requires the City's Zoning Administrator to submit an annual report detailing the decisions and activities performed by the City's Commissions and Board of Adjustments every year.
