(Contract No. 2019-0799) | | Background: | The U.S.·Mexico Border 2020 Program (Border 2020) is a bi-national collaborative effort established by both countries to protect human health and the environment in the border region. The Border 2020 Program continues to target and focus on underserved communities that may be disproportionately impacted by environmental risks. The NADB is an international organization created in 1993 pursuant to the Agreement between the Government of the US of America and the Government of the United Mexican States concerning the establishment of a North American Development Bank. Among its purposes, the NADB helps preserve, protect and enhance the environment of the border region to advance the well-being of the people of the United States and Mexico. To carry out projects that focus on Border 2020 goals and objectives, the NADB receives grant funding from the United States Environmental Protection Agency (EPA). The NADB in turn issues subawards / subgrants (also referred to as Technical Assistance Agreements [TAAs]) and oversees the receipt and review of TAA proposals, coordinates project selection, issues and manages TAAs including managing the implementation of projects and monitoring project performance. The TAA is the legal document that will formalize the agreement between the applicant and the NADB ' or project funding.
