(Contract No. 2019-0690) | | Background: | The Vendor Agreement is the document that identifies the scope of services and the unit rate for the meal costs to be reimbursed for the fiscal year. The County of El Paso, through its County Nutrition Program, provides congregate and home delivered meals in El Paso County. AAA funds all of our congregate meals and a small percentage of our home delivered meals. Their funding is critical to the County's ability to sponsor these services. This year's Vendor Agreement with AAA ratifies the congregate unit reimbursement rate at $5.28 per meal and the home delivered meal unit reimbursement rate at $5.31. These rates were set by the Health and Human Services Commission (HHSC) earlier this year and the AAA is required to adopt the unit rate set by HHSC for both congregate and home delivered meals. Upon approval of this Agreement, the AAA can reimburse the County for meals served to eligible participants at the agreed upon rates. The rates are effective October 1, 2019, and end September 30, 2020. | | Fiscal Impact: | AAA can reimburse the County up to approximately $1,173,089.28 for congregate meals and $104,883.12 for home delivered meals for eligible individuals. The amounts are calculated based on historical meals served in the previous year. However, should AAA cap the amount of reimbursable meals, the reimbursement amount will vary month to month and may decrease significantly.
