Item Title:HR - County funding due to loss in grant funding

Subject:Discuss and take appropriate action regarding a Community Supervision Officer III position for County Criminal Court #2 due to a loss in grant funding by the Office of the Governor-Criminal Justice Division.
Background:

On August 26, 2019, the County was notified of a loss in grant funding affecting County Criminal Court #2 (DWI Court). This loss in grant funding affects one (1) Community Supervision Officer (CSO) III position from the El Paso County Community Supervision Department who performs community supervision for the DWI Court.

 

This position performs various duties, including the following:

  • Court and treatment supervision of offenders into the home, community, and work environments of the offender;  
  • Field and home visits frequently to identify emerging relapse patterns, to assist with the cognitive restructuring and the development of problem solving capabilities of offenders, and to monitor the offender for signs of substance use; and
  • Tracking and relaying learned information regarding the offender’s habits, associates, new trends, any positive urine tests, changes of circumstance, or barriers to success to the rest of the DWI court team immediately.  This requires the supervision officer to be knowledgeable of the life circumstances of the offender, including both negative and positive circumstances and changes.  A critical element of the community supervision piece is to catch offenders doing something right and then alerting the rest of the court team.

If approved, the EPC CSCD employee in the position will continue to perform these services; however, the County would reimburse the funds to pay for the cost of the position.

Fiscal Impact:$70,441.03 - September 2019 through September 2020
Recommendation:Discuss and take appropriate action to fund a CSO III position for County Criminal Court #2 due to a loss in grant funding by the Office of the Governor-Criminal Justice Division.
