On July 29, 2019, the Commissioners Court received a presentation, asked questions, and offered feedback on the draft Mission Trail Comprehensive Masterplan.  Members of the Dover, Kohl, and Partners project team worked to update the draft accordingly.  Economic Development staff also made recommendations for improvements and additions.  A copy of the Comprehensive Masterplan is available in the backup for review.

Upon adoption of the Mission Trail Comprehensive Masterplan, Economic Development Staff will work closely with community partners and stakeholders to prioritize and implement projects and strategic initiatives outlined in the Masterplan.  Staff will garner support of and participation in various aspects of the plan through an extensive series of presentations, individual, and small group meetings with various entities.

Staff will also present the Court with a proposed grant and incentives package, formulated based on suggestions and strategies discussed throughout the document.  Upon adoption, Staff will work to recruit participants identified as strong candidates for County programs and opportunities. 

This Professional Services Contract is funded through the Hotel Occupancy Tax Fund in the amount of $149,965, of which a balance of $4,962.55 remains.

June 19, 2018: Item 19:  Commissioners Court approved the award of RFP 18-006 for Professional Services to Develop a Comprehensive Plan Update and Related Deliverables for the County of El Paso Historic Mission Trail Area to The Image Network Inc. d/b/a Dover, Kohl, and Partners, Coral Gables, Florida. 

August 20, 2018:  Item 13:  Commissioners Court approved the Agreement for Professional Services to Develop a Comprehensive Plan Update for El Paso County’s Historic Mission Trail Area with the Image Network, Inc., d/b/a Dover, Kohl, and Partners, for a one year term in the amount of $149,965.

July 29, 2019:  Item 12:  Receive a presentation from Dover, Kohl, and Partners on the Mission Trail Comprehensive Masterplan.  The Court asked questions and offered feedback on the draft.  No action taken.  Staff to bring the updated draft back Commissioners Court for approval and adoption.
