The Home Delivered Meals (HDM) program provides frail seniors, 60 years of age and older and persons with disabilities, a free home delivered meal.  The County and Health and Human Services Commission (HHSC) entered into a Master Agreement (KK-02-408) on October 14, 2002 to set the unit rate for reimbursement to the County for the cost of providing home delivered and congregate meals.  Annually, HHSC amends the contract to set the new unit reimbursement rate.  The unit reimbursement rate for Home Delivered Meals was recently modified due to an increase authorized by the 86th Texas Legislature, Regular Session 2019.

On the August 5, 2019 agenda item number 12, the Court accepted the previously announced unit rate of $4.70 for FY 2020.  This amendment increases that reimbursement rate by $.61 to $5.31 per meal for home delivered meals effective September 1, 2019 through September 30, 2021.  The amended rate increases the County's reimbursement by HHSC for FY20 & FY21 by approximately $170,042.40 each year enabling the program to serve approximately 32,023 more meals and adding approximately 102 new clients each year.

This amendment will have a positive financial impact each fiscal year noted by increasing the total annual budget as follows:  FY20, total $2,084,175.00; FY21, total $2,084,175.00.  This represents an increase of $170,042.40 from FY 2019 funding.
