Item Title:Community Services Department- General Assistance Division/ Amended Memorandum of Understanding EFSP Grant

Subject:Approve and authorize the County Judge to sign the First Amendment to Emergency Food & Shelter Program (EFSP) Phase 36 Funding Memorandum of Understanding with United Way of El Paso's Emergency Food and Shelter Local Board to accept the grant award of $70,183 for rental assistance. (Contract No. 2019-0577)
Background:General Assistance, a unit of the Community Services Department, competes for this funding on an annual basis. These funds are available to local communities to provide a range of safety net services based on a County's rate of unemployment. These safety net services include emergency shelter, transitional shelter, food pantries, rental and mortgage assistance. The United Way of El Paso County administers this fund. The United Way hosts a local board that makes funding recommendations based on applications from community-based organizations. The EFSP requires Local Recipient Organizations (LROs)-at the application submittal stage-submit a signed Memorandum of Understanding accepting any potential grant funds that may be awarded along with their grant proposal.  On January 28, 2019, the Court simultaneously approved the MOU and the submittal of the grant application.  The EFSP awarded $70,183 to the County on June 21, 2019, and was subsequently accepted by the Commissioners Court on July 29, 2019.  This amended MOU ratifies that grant award and replaces the prior MOU executed on January 2019.  This round of funding will assist approximately 100 clients with rental assistance. The County has been successful in using all funds from this resource.
Fiscal Impact:Grant funds in the amount of $70,183 will assist approximately 100 households with rental assistance. 
Recommendation:Approve and authorize the County Judge to sign the First Amendment to Emergency Food & Shelter Program (EFSP) Phase 36 Funding Memorandum of Understanding with United Way of El Paso's Emergency Food and Shelter Local Board to accept the grant award of $70,183 for rental assistance. (Contract No. 2019-0577)
Prior Action:

On January 28, 2019 Commissioners Court approved the Phase 36 grant application and MOU (2019-0076) under agenda item 23.

 

On July 29, 2019 Commissioners Court approved the Phase 36 grant award 2019-0507 item 4-B.
