Public Works Department is requesting the courts approval to submit $1,000,000 grant application to Texas Department of Agriculture-TDA seeking financial assistance toward the construction of first-time wastewater system within two colonies (El Conquistador del Paso and Lourdes Estates) located in Far East El Paso County in Precinct 3.

The grant application is for $1,000,000 and with these funds, the County and Lower Valley Water District will solicit a contractor to construct first time sewer access to households in the El Conquistador del Paso and Lourdes Estates. Installing a new sewer system, will eliminate the risk associated with improper discharge and poorly maintained on-site sewer facilities with this grant, the County will extend an existing wastewater system to this area by tying to the wastewater collection lines from Lower Valley Water District –LVWD.

The funds will address the need to construct collection system to approximately 96 homes or approximately 318 persons.

Upon construction, the system will be turned to Lower Valley Water District for operation and maintenance. Lower Valley Water District has committed to this project by providing $1,188,000 in cash match needed towards the completion of this project along with the cost of the engineering services that are procured by Lower Valley Water District.

An account will be set up at the time the grant is awarded and approved by Commissioners Court.
