| Background: | The Town of Horizon City has requested a partnership with the County of El Paso for the purpose of exchanging paving materials for grading services. The County will provide equipment and labor to lay asphalt millings along the perimeter of 2 ponds and the City of Horizon will provide the County free of charge approximately 2,750 tons of asphalt millings that will be used for County road Projects. |
