Item Title:County Judge's Office - 911 District Budget FY20

Subject:Approve and authorize the County of El Paso 911 District FY 2020 Proposed Budget.
Background:

The El Paso County 911 District is a government entity, a special purpose district,  created by the voters in 1987. The District is managed by a Board with its membership appointed by the County, the City of El Paso, the City of Socorro, and an at-large representative selected by the Board. Their core mission is to establish, maintain, update, and administer the 911 phone system in El Paso County. Some of the services the District provides include dispatch facilities, a regional computer aided dispatch system, Telecommunicator training opportunities, and a  notification system used by agencies for emergencies.The 911 system is often the very first responder to any emergency. The District’s budgetary priorities and strategic goals are set by our mission of providing emergency call delivery for all of El Paso County.

 

The District is supported by 911 fees. Local wireline fees are set by the District’s Board of Managers. Mobile Telephone fees are set by the State and collected by the Comptroller, which then makes disbursement based on percentage of the State population.   


Fiscal Impact:

The 911 District’s budget has a positive impact on the County’s budget.  County dispatch operations are housed in District facilities.  The District provides a computer aided dispatch system (the CAD), recording system, phone system, notification systems, statistical reporting, and a primary and backup dispatch facility, among other items, saving the County similar expenses.

 

They provide a CAD interface system to the County Ambulance Service.  The District’s CAD and phone systems serve all local Law Enforcement and Fire agencies countywide, and provide an efficient platform for interoperability.

Prior Action:The El Paso County 911 District Budget is approved annually by Commissioners Court. Last approved on August 13, 2018 (Item #8).
