Item Title:Economic Development - Third Amendment to Contract Hardy, Heck, and Moore

Subject:Approve and authorize the County Judge to sign the Third Amendment to the Professional Services Agreement by and between the County of El Paso and Hardy-Heck-Moore, Inc., a Texas Corporation, for professional services (Historical and Architectural Survey) for Downtown El Paso.  Funding is available in SR-TOURPROM-OPS-GEN.  (Contract No. 2019-0500)
Background:

On June 6, 2017, the County entered into a contract for professional services with HHM to complete a Historical and Architectural Survey for Downtown El Paso.  The purpose of the survey is to submit a federal National Register nomination on behalf of the Downtown Historic District.

 

HHM submitted a draft survey to the County in November of 2017 in accordance with the schedule of deliverables listed within the contract. On December 18, 2017, Economic Development Staff presented the draft to the Commissioners Court and were directed to work with the City of El Paso in attempt to amend the Historic Landmark Ordinance.  The timeline needed to complete the ordinance amendment led staff to request a temporary suspension of work by HHM, through the First Amendment 2018-0126.  The Court approved the 1st Amendment on March 19, 2018.   Work through the ordinance amendment continued and Economic Development Staff requested a Second Amendment to the contract, extending the suspension of work through December 5, 2019.

 

On June 17, 2019 the Commissioners Court voted to reinstate the contract terms with HHM and complete the project.  The Third Amendment lifts the suspension of the HHM contract and reflects the next cycle of federal National Register nominations, as well as the documents required to complete such a nomination.

Fiscal Impact:

The original contract was awarded in the amount of $139.562.44 of which $58,083.34 remains due to HHM upon completion of remaining deliverables.  Current funding is allocated as follows:

Prior Action:

June 5, 2017 Agenda Item #14    Commissioners Court approved contract with HHM for Downtown Historical and Architectural Survey (2017-0346).

March 19, 2018 Agenda item #11   Commissioners Court approved the First Amendment to the Contract with HHM for Downtown Historical and Architectural Survey (2018-0126).  

 

April 8, 2019 Agenda Item #15 Commissioners Court approved the Second Amendment to the Contract with HHM for the Downtown Historical and Architectural Survey

 

June 17, 2019 Agenda Item #7 Commissioners Court voted to lift the temporary suspension, reinstate the contract terms, and negotiate new timelines for completion of the Downtown Historical and Architectural Survey.
