Item Title:Planning & Development - FY2020 Intercity Bus (ICB) Grant

Subject:Approve and authorize the Planning & Development Department to apply for year two of funding for the FY20 Intercity Bus (ICB) Grant to the Texas Department of Transportation (TxDOT) in the amount of $504,291, with no County match. The purpose of this grant is to continue the provision of Intercity Bus Service serving El Paso and Anthony, Texas and Las Cruces, New Mexico.  In addition, request the County Judge to sign the Certificate of Obligation as a requirement of the grant.  (Contract No. 2019-0591)
Background:

On September 1, 2009 El Paso County launched an intercity bus service that linked the Town of Anthony to El Paso, Texas and Las Cruces, New Mexico.  This service is the result of an innovative partnership between the County, the Texas Department of Transportation and the New Mexico Department of Transportation.  Federal Job Access and Reverse Commute or JARC funds were used to launch this service.  The County’s Transportation Department identified TxDOT Inter-City Bus (ICB) funds to continue this service for 2 years; year one was awarded on 08/27/18, this grant application is for year two of funding.  The service will continue to be managed by the New Mexico Department of Transportation (NMDOT).  NMDOT contracts with All Aboard America for the operation of 57-passenger coaches that are ADA accessible and restroom equipped.  The service operates in peak directions five days a week for a fare of $3 each way with monthly passes available for $90.  There is no service on weekends or holidays.  From September 1, 2016 to August 31, 2017, there was an average daily ridership of 207.  The service is meeting a need along this corridor and is a complement to other transportation services provided by the County’s Transportation Department.

Fiscal Impact:

The grant application is for $504,291. 

 

Account will be set up at the time the grant is awarded and approved by Commissioner's Court.  There is no County match. (NMDOT match $504,291)

August 27, 2018; Item 17: Commissioner's Court approved the FY19 Project Grant Agreement (PGA) for the Federal Intercity Bus (ICB) Grant with TxDOT in the amount of $489,285.

 

February 2, 2018; Item 18: Commissioner's Court approved Public Works Department to apply for the FY19 & FY20 Intercity Bus (ICB) Grant in the amount of $993,576.

 

July 31, 2017; Item: 3-I: Commissioner’s Court approved the first extension of the intergovernmental agreement of four one-year options to extend services.

 

August 29, 2016; Item 17: ICB Grant award accepted by the County to continue program.

 

September 9, 2016; Item 3-N: Amendment to the original intergovernmental agreement was approved.
