The management of the County's most important assets, its employees, and good morale among County employees is essential to effective government and the efficient provision of governmental services to the citizens of El Paso County. A good understanding of employment policies and procedures together with uniform and fair administration is essential to the development and maintenance of good employee relations. As such, the County's HR Department, shall revise and implement County policies, as necessary, to ensure a progressive County organization.

The Overpayments, Underpayments and Repayment Policy has been created to outline the process the County will use to reimburse employees if underpaid, and recoup salary overpayments when paid more than is owed to them. The policy was recently revised to address the following situation:

• During a dispute claim, should an employee request additional time to repay the overpayment, this matter may be resolved by the Chief Administrator in accordance with the Managerial Operations policy. Otherwise, the employee will be notified with a date on which the dispute will be reviewed by Commissioners Court.

This policy revision has been reviewed for legal compliance by the County Attorney's Office and approved by the County's Civil Service Commission.
