| Subject: | Approve and authorize the County Judge to sign the Amendment to Interlocal Agreement for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY16 with the City of El Paso for monitoring procedures. (Contract No. 2019-0416) |
| Background: | As a result of site monitoring visit from the US Department of Justice, Bureau of Justice Assistance, the County of El Paso will now need to do sub-recipient monitoring for the City of El Paso Police Department. A sub-recipient is an entity which receives a sub-award for the purpose of carrying out a portion of the actual federal award. El Paso County is responsible for monitoring the programmatic and financial activities of the grant award sub-recipients to ensure proper use of federal and state funds. Therefore, an amended Interlocal Agreement is necessary to add the Sub-recipient Monitoring Policy and Procedures.
Grants Administration will ensure that the Interlocal Agreement is executed and the sub-award is clearly identified to the sub-recipient as a sub-award.
